The Fourth Industrial Revolution and Its Impact on the ASEAN Insurance Industry

There are four main effects that the Fourth Industrial Revolution has on business - on customer expectations, on product enhancement, on collaborative innovation, and on organizational forms. Whether consumers or businesses, customers are increasingly at the epicenter of the economy, which is all about improving how customers are served. Physical products and services, moreover, can now be enhanced with digital capabilities that increase their value. New technologies make assets more durable and resilient, while data and analytics are transforming how they are maintained. A world of customer experiences, data-based services, and asset performance through analytics, meanwhile, requires new forms of collaboration, particularly given the speed at which innovation and disruption are taking place. And the emergence of global platforms and other new business models, finally, means that talent, culture, and organizational forms will have to be rethought.

ASEAN has continually committed to strengthen its regional financial integration in order to support economic growth and resilience through the adoption and implementation of the ASEAN Economic Community Blueprint 2025 and the Strategic Action Plan (SAP) 2016-2025 for Financial Integration. The Blueprint and the SAP make allowance for the significance of financial integration, financial inclusion, and financial stability amidst the advance in financial technology and innovation as well as the Fourth Industrial Revolution.

To promote progressive liberalisation of financial services, ASEAN has been putting priority on insurance sector. The SAP includes the policy action on ‘substantial liberalisation and integration of ASEAN insurance markets’ while the Roadmap to Implement the ASEAN Insurance Integration Framework is being finalised by the ASEAN Insurance Forum. In response to the Fourth Industrial Revolution, some ASEAN Member States have adopted FinTech solutions to facilitate insurance transaction and stimulate efficiency of insurance businesses while some ASEAN regulators have implemented sandbox solutions to ensure compatibility of the FinTech with the domestic ecosystem.

Given the changing financial landscape due to such revolution, I believe the ASEAN Insurance Summit plays an important role as an active platform for the ASEAN insurance authorities, regulators, insurers, practitioners, and other stakeholders to exchange views on new developments, technologies and innovation as well as their impacts on the regional cooperation and integration in the insurance and reinsurance sectors.

The ASEAN Insurance Summit is one of the important initiatives of the ASEAN Insurance Council. In line with the ASEAN Leaders’ mandate on enhancing the engagement of private sector, the ASEAN Insurance Summit is a good platform that promotes public awareness, preparedness, and participation of ASEAN regulators and stakeholders as a part to expedite the inclusive implementation of the regional economic and financial integration under the ASEAN Vision 2025. I am sure that the Summit will deliver vibrant and useful pointers to the Community, which will lead to further improvement of the insurance sector in ASEAN.

ASEAN has made headway in charting a roadmap for stronger regional integration. Vision 2025 includes an ASEAN Economic Community (AEC) that seeks to improve the lives of ASEAN citizens through advancing trade liberalisation, labour mobility and digitalisation.

The Fourth Industrial Revolution has unleashed powerful technological possibilities.

To ensure we ride this wave, ASEAN governments are supporting insurtech start-ups in various ways, including for example the introduction of “regulatory sandbox” to pilot test innovative business solutions. With increasing digitalisation and use of data analytics, the buying, selling, servicing and claims payment of insurance are being transformed, making the customer experience and journey much more aligned to their expectations.

However, three major challenges in the insurance sector continue to face the region: 1) Life and health insurance protection gap; 2) General and disaster risk insurance gap; and 3) Infrastructure investment gap. As of 2017, ASEAN’s insurance penetration rate remains low at 3.4% compared to the global average of 6.3%. Many ASEAN countries are highly vulnerable to natural disasters, but insurance coverage and pre-disaster risk management remain limited. The Asian Development Bank has recently estimated ASEAN’s current infrastructure investment gap to be at US$60 billion .

ASEAN-based insurers play a pivotal role to increase coverage in life, health, general and disaster insurances by exploiting new technologies in product offerings and distribution channels. We must also continue our efforts to promote financial literacy.

ASEAN regulators should take the lead to promote infrastructure financing by creating a quality asset class that satisfies the regulatory requirements, which insurers have to meet in their respective jurisdictions.

The 3rd ASEAN Insurance Summit provides a timely platform to gather insurance regulators and insurers across member states to strengthen existing frameworks and brainstorm new initiatives to improve the quality of life for people in this dynamic and fast-developing region.

Dear Delegates,

It is with great delight and honour that I welcome new and returning delegates to our 2nd ASEAN Insurance Summit. Following our inaugural Summit two years ago which successfully initiated fruitful discussions on the opportunities and challenges for the insurance industry in light of the ASEAN Economic Community (AEC), this year we continue to review the progress of the integration and the industry’s readiness for AEC.

Situated strategically among the two Asian powers, China and India, ASEAN is currently the third largest economy in Asia and the seventh largest in the world, with an aggregate GDP of US$2.5 trillion in 2014. By 2030, ASEAN could be the world’s fourth largest single market, after the EU, US, and China. To harness the opportunities of ASEAN, the insurance industry needs to work together to create a more integrated, cohesive and vibrant market, and more importantly, to contribute strategically to the overall development of AEC.

Insurance, given its long term nature, plays an essential role in supporting and sustaining economic growth in the region. This goes beyond the traditional offering of insurance products across markets. What is more significant is insurance’s unique position as a provider of capital with a long-term investment horizon, which generates opportunities for public-private partnerships in infrastructure projects that are essential for economic growth.

While we recognise the disparity and differences among ASEAN member states, having a common industry platform for resources and knowledge sharing will be key to attaining a standard benchmark across the region. As we work towards greater collaboration, issues such as the liberalisation of cross-border transport, the demand for human capital, infrastructure financing and investment, catastrophe financing and micro-insurance, are some of the pertinent topics which we will discuss in depth at this year’s Summit.

On behalf of the ASEAN Insurance Council, I wish to express our deepest appreciation and gratitude to our Guest-of-Honour, Mr. Muliaman D. Don Kanak is the Chairman of Eastspring Investments, the Asia investment organisation of Prudential plc which is one of Asia’s leading retail asset managers with over US$140 billion in assets under management (as at 30 June 2016). Don is also Chairman of Prudence Foundation Ltd., the community engagement arm of Prudential in Asia.
Don is based in Hong Kong and has lived and worked in Asia for over 28 years. From 2008 to January 2016, Don served as Chairman of Prudential Corporation Asia, and from 1992 to January 2006, Don served in a number of senior positions at American International Group (AIG), ultimately as Executive Vice Chairman and Chief Operating Officer of AIG.
Don serves as Chairman of the EU-ASEAN Business Council, the primary voice for European business within in the ASEAN region. In 2011-12, Don chaired the World Economic Forum's Global Agenda Council on Insurance and Asset Management and is currently a member of its Council on Southeast Asia. He is also a member of the Council on Foreign Relations.
Don is a Senior Fellow of the Harvard Law School Program on International Financial Systems. He is a Trustee of WWF-Hong Kong, and serves on the National Council of WWF-U.S. He was also a member of the United Nations Global Environment Facility’s Technical Advisory Group on its climate change mitigation strategy. Early in his career, Don worked at the U.S. Environmental Protection Agency. Don holds a J.D. with honours from Harvard Law School and an M.Litt in Management Studies from University of Oxford (U.K.), and a B.A. with highest honors in economics from the University of North Carolina-Chapel Hill, and currently chairs the UNC Global Leadership Council.

is responsible for macro-economic research at AIA Group, based in Hong Kong. He spent five years in Beijing (2006 to 2011) where he was responsible for AIG’s corporate research efforts across Asia. Prior to that, Brian ran an emerging markets research team at AIG in New York for ten years. Brian has held various teaching positions at Columbia, Rutgers, Georgetown, Capital Normal University in Beijing, and Hong Kong University. He received his Bachelor’s degree from the University of Michigan, his Master’s from Georgetown, and his doctorate from Columbia. He is fluent in Mandarin, Russian, and French. AIA Group Limited is the largest independent publicly listed pan-Asian life insurance group in the world. I am the Managing Partner of Golden Gate Ventures, an early stage Venture Capital firm investing across Southeast Asia and bridging startups to Silicon Valley. I previously co-founded Lefora, a forum hosting service powering over 100,000 communities on the web, and was acquired by CrowdGather (CRWG). In 2006, I started the SiliconValley NewTech meetup, critiquing and reviewing thousands of startups. I’ve advised and mentored startups working the Founder Institute, JFDI, and that National University of SIngapore. I was awarded “Highest Rated Startup Mentor” in Asia by the Founder Institute in 2013. I’ve guest lectured at Berkley, Chicago Booth, and the National University of Singapore and have spoken at Harvard Business School’s Project for Asian and International Relations, the Global Entrepreneurship Summit, and the U.S. Chamber of Commerce, Unleashing Digital Indonesia.
Puan Jessica Chew
Deputy Governor at Bank Negara Malaysia
currently Deputy Governor at Bank Negara Malaysia. She has over 20 years of experience in financial sector supervision and regulation with the Bank. She is currently responsible for financial stability and financial sector development and also oversees the Bank’s organisational development and centralised shared services. Jessica represents the Bank as an adviser member of the Malaysian Accounting Standards Board, Chair of the Board of the Finance Accreditation Agency, a board member of the Credit Guarantee Corporation and a member of the Employee Provident Fund’s Investment Panel. Jessica holds a Chartered Banker qualification from the Chartered Banker Institute (Scotland) and is an associate member of CPA Australia. She graduated from the University of Melbourne, Australia with a Bachelor of Commerce Degree majoring in accounting and finance.
Mr. Anthony Lee

Antony has been in the insurance sector for over 14 years. Prior to this appointment, he was CEO of AIG Vietnam from 2011 where his responsibilities included the development of one of the AIG’s key growth countries in the Asia Pacific region. He began his career at AIG in 2001 as Vice President of Business Development with AIG’s Software International JV based in Malaysia, and has served in numerous roles including CEO of AIG Global Services and Regional Vice President of Commercial and Consumer Business for APAC region. Antony was first elected to the PIAM Management Committee in 2014, and was appointed as the Deputy Chairman of PIAM in April 2015. He was subsequently elected as the Chairman of PIAM with effect from 22 April 2016. Antony holds a Bachelor of Science Degree and a Diploma in Architecture from University College London and is also a graduate of AIG’s Executive Development Management program.

William is currently the Chief Data Scientist of Artificial Intelligence Malaysia. He has over a decade of experience in data science practise and consultancy at various industry leaders. As the first data scientist hired by the Malaysia Digital Economy Corporation (MDEC), he was instrumental in driving Malaysia’s Big Data Analytics (BDA) talent and industry developments. He has led high-impact Artificial Intelligence (AI) projects with other leading international data scientists. He also founded ONz, a sports social network startup, which was adopted by the Malaysian Ministry of Youth and Sports for a nationwide campaign. Being an entrepreneur himself, William is well positioned to mentor other startups and established corporations on digitalisation and data innovations. William graduated from the University of Melbourne with a Bachelor of Commerce, majoring in Actuarial Studies.

Zainal, is the Senior Partner at Actuarial Partners Consulting Sdn. Bhd. He has been a consulting actuary with the company since 1982. His nearly four decades of consulting experience spans the full spectrum of actuarial services including life and general insurance consulting, family and general takaful consulting, retirement benefit consulting and investment consulting. He has taken the role of Appointed Actuary for life insurance companies and Signing Actuary for general insurance companies. His work is not confined to this region only but includes assignments in other regions globally. He graduated in 1978 from City University, London. He is a Fellow of the Institute of Actuaries of the UK, Fellow of the Actuarial Society of Malaysia and an Associate of the Society of Actuaries in the USA and is a past president of the Actuarial Society of Malaysia.
Mr. Stephan Van Vliet

Stephan is the Chief Investment Officer of Prudential Insurance Asia, a position he has held since May 2017.
From 2014 to 2016 he worked at Pinebridge Investments as Head of Insurance Asset Management and led the global insurance advisory practice.
Stephan began his career in 1994 at ING. He held a number of roles with ING in Europe and Asia with responsibility for the asset allocation of 10 Asian insurance companies and over 15 European insurance companies and pension funds. He worked in Hong Kong as Head of Investments for ING Insurance AsiaPacific from 2010 to 2013 and as Director of Proprietary Asset Management for ING Investment Management Asia-Pacific from 2005 to 2008. Other positions he held at ING were Head of Insurance Asset Management Europe in The Hague and General Manager ING Investment Management Italy in Milan. He was also a Board Member of ING Life Malaysia.
He holds an MBA from Bocconi University, a MA of the School of Advanced International Studies of the Johns Hopkins University as well as a BBA from Nijenrode University.

Huynh Thanh Phong is the Group Chief Executive Officer and Executive Director of FWD Group, the insurance arm of Pacific Century Group. As CEO, Phong leads the Group’s operational and strategic development, driving its growth strategy and creating value for shareholders. From 2010 to 2013 Phong was Regional Chief Executive for AIA, responsible for leading the business operations in Singapore, Indonesia, Malaysia, Vietnam, India, Thailand and Sri Lanka. From 2009 to 2010, Phong was the Executive Vice President for Insurance for Fullerton Financial Holdings, a subsidiary of TemasekHoldings. Previously,Phong held many senior positions during his 12 years at Prudential including founding CEOof Prudential Vietnam and Regional Managing Director for Prudential Asia. In 2005, he was awarded the title of Officerof the Order of the British Empire (OBE) by Queen Elizabeth II in recognition of his contribution to the UK financial service sector in Vietnam.
